But isn’t part of the reason people aren’t having kids because they’re too expensive and hard to care for? I would presume money would help make it more feasible because they could outsource or a parent could stay home etc. [/quote]

It definately will!  Our kids know they don't have to worry about college for their kids--we have it covered.  They know they can live in a nice area with good schools and a reasonable commute (or choose private schools as well) and we will help with private schools/tutoring (if needed)/any therapies needed/house downpayment/etc.  
it's much easier to live comfortably and have a family if you don't have to save for college and don't have to save intensively for retirement (our kids have a trust fund from us, first gen of this).  Makes it easier for one of the couple to decide to SAHP or work PT to manage stress levels in the family if you are not worried about finances (present day and future).
