Probably through a PIA request right? Because, the letter is legally subject to public disclosure - written by a public SERVANT to publicly elected officials - all taxpayer funded.[/quote]

Not likely PIA. That process takes much longer.  It must have been either a sender or a recipient (or agent of) intentionally sending to the press.

Because he sent a letter to all her colleagues that clearly referenced her actions without naming her. Everyone he addressed it to knew he was referring to her in several parts of the meandering letter. [/quote]

When I first saw the post on Adam's blog I thought it might be about a different official's visit to our local elementary school. Then I read the letter, and it was clear it was not about that. It seemed very fixated on the immigration issues. The one official that has been publicly meeting with MCPS communities about immigration is Mink.[/quote]

It was "fixated" on the immigration issue because it was ABOUT the immigration issue.  It included protocols on visits to schools along with a LOT of other information on how MCPS is handling that issue.[/quote]
It was about how Councilmember Mink is addressing immigration issues in schools by meeting with MCPS communities about how to respond if ICE comes to the school[/quote]
