BOE does not need to pick one of the 7 options. They can modify recommeded option and it will create range of FARMS in 20-25% in both schools. Modification won't impact any other school because swapping only needs to happen in WJ and Woodward to avoid ceoncentrating poverty in one school.[/quote] Not true. Look at option f.
