Why are we talking about teen drivers? The school system provides buses. If you have a situation where your child does not have a bus or walking route, you have decided to put them in that position.
You can't change back and forth on bus or no bus based on the weather. Teens listed with the transportation office as no bus would need to drive or be driven today--there is no bus provided for them.
If you opted out of the bus transportation at the beginning of the year, you accepted that you and your teen have a responsibility to get him/her to school every day that it is in session. If you're not comfortable with your teen driving, you need to find an alternate for them. You or spouse drive them, public transportation, whatever. If you can't find an alternate, the student stays home, but the entire country shouldn't have to stay home because you couldn't find transportation for your teen that opted out of the bus option. My older kid is in college now, but this is a conversation that we had as a family before he started driving to high school. We did end up having a parent drive with him once or twice - inconvenient, sure, but also good exposure for him to drive in those conditions with a parent along. Younger kid isn't driving yet, but I expect we'll have the same conversation when the time comes.
