Unsurprisingly, this is a lie from the Republican.

Youngkin supported the hrestrictions (which were related to expanding  eligibility to things like no Virginians, which quadrupled the cost of the program in a few years), and then the assembly UNANIMOUSLY agree to temporarily repeal the restrictions while working on a longer term plan.
