[/quote] This is not a problem with funding. We've paid for it to be upgraded many times over. It just never gets done thanks to endless bureaucracy and administrivia. Too many gatekeepers to sign off on things and far too much process, meetings, group hugs and procedures to get anything done.[/quote]
