The Bowser administration (and, to be fair, its recent predecessors) has really cornered the market in taking good ideas and doing them really badly. Streetcars would be fantastic, but the implementation was so abysmal that there is no real hope of DC getting any further mileage in the near future. Likewise, the bike lanes - good idea, but scattered across the city in apparently random locations not so much. Housing vouchers for the homeless are not a bad idea, but yet the administration screwed the pooch.
