I do not know where you got that cockamamie idea, but no it is not.  Do not paraphrase, use the quote button (which you demonstrated you know how) and DON'T change people's statements. Believers in those religions are voting (and encouraged by their churches) to vote according to their personal beliefs.  Is that not how everyone votes?
