All the framework and major policies such as sentencing, bail etc are negotiated at the state level and set in the state’s penal code. Local policies are more around policing and police funding and supportive services. [/quote] Bull crap. Localities elect prosecutors who decide how vigorously to prosecute criminals. That is where the problems lie in many cases. [/quote] Again, bail is governed by bail laws set by the Republican state legislature in red states. Defendants appear before a judge, usually Republican, in red states to determine bail. [/quote]
