[/quote] Just as there are wealthy and less wealthy areas of DC, there are UMC and poor areas of all of those cities, and where you locate makes a huge difference in which of those populations can actually get there. The point you miss is why the distinction between for-profit/tuition versus lottery admission-free charters is so important. The latter are available to anyone. If they are willing to take 2 buses they have a fair shot. As opposed to to tuition or IB schools that are based on wealth and birth luck. Get it? [/quote]
