They are wait pools with everyone who could be qualified but weren't initially offered acceptance. Then when there's a spot, the school will choose the person they think will best fit that spot (an introverted female trumpet player, or whatever). If a school wants to put a former Whittle student in that pool, that's not jumping over anyone else.[/quote]
