This bill was supposed to be where he would prove he could negotiate a bipartisan deal that would get enough Republicans to vote to end the filibuster (even if they didn’t ultimately vote for the bill). He spent weeks negotiating compromises to the bill, and still couldn’t get the Republicans on board. It totally gutted his argument that the filibuster could be saved.[/quote]
