If the dads are in jail, they can't make child support payments. If the dads don't have jobs because the schools suck, they can't make child support payments. If the dads could make child support payments but don't because there are no laws to establish paternity and enforcement mechanisms to collect and remit support and deter men from fathering additional children they can't afford, they won't make child support payments. And if the moms couldn't avoid pregnancy because they are normal adults who have sex but missed their birth control because there is no access because of affirmative state laws that shut down Planned Parenthood clinics, that's on policymakers.
