If Mueller came straight out and said that there was a crime but he cannot charge, then Democrats would at least have broader backing to proceed with impeachment. If Mueller said there was "insufficient evidence", then Democrats can have an easier time to convince their base to move on. Just as Comey's grand standing hurt the Democrats in 2016, so will Mueller's sense of "fairness" hurt Democrats in 2020. [/quote]
