Tax refund =/= Total tax tax obligation. Having a huge tax refund year after year means you are giving the government an interest free loan and too lazy to adjust your withholding. IRS published a new withholding table after the tax cut. PP's withholding decreased in 2018 meaning they paid less tax throughout the year. PP's total tax obligation could be the same or even less in 2018 even though you owe IRS money.[/quote]
