Sadly, I think it’s a combo of evil and just poor communication/leadership. Maybe someone just decided not to tell those directing the troops about the cease fire combined with at least someone tried but couldn’t - bad equipment, didn’t know who to tell or where to find them.

Maybe the best strategy is a disinformation campaign to invading troops. Drop leaflets and post on social media some lucrative offer in exchange for surrender

No. Russia has done this in prior conflicts. They want to terrorize into submission.
