I believe it is gel left over from her chignon earlier in the day. In this pic of her talking to Doug Emhoff you can see the caked on gel:

Honestly that hairstylist should be canceled. Not because he did a conservative woman's hair but because he couldn't do a basic chignon without an entire bottle of gel. Wtf. She looks like she just gave birth and her hair is caked onto her face with sweat. (And btw, this is through no fault of her own! That is all on her hairstylist for not being able to manage that simple of a hairstyle without that much gel.)
