If you only use data, you are missing a lot.  There's a whole lot that cannot be and is not tested.  You cannot quantify the change in teaching styles that the tests have driven.  You cannot quantify the impact those changes have had on students being able to learn through their interests.  And those are changes that are negative regardless of what the test data shows.  Those are changes that people in the schools can clearly see, but those sitting in offices want "data".  The people on the ground, in the schools don't matter to them.  That is why they are opting out.  It's the only way they have to show their dissatisfaction at what has happened.  [/quote]

NCLB did not mandate any changes in teaching styles.  Any changes in teaching styles were purely by choice.  And it certainly did *not* change how students are able to learn.
