The general in the military is monitoring the ground moment by moment on a daily basis. He is "seeing the field" in detail. He has the ability to do this and he knows how important this is. He is not making plans without seeing the ground as fully as he can in a lot of detail. The military is a "top down" institution. It has to be. Education is very cooperative and collaborative. It has to be. Teachers are not the same as infantrymen (at least not the way you are painting infantrymen).[/quote]
