The Shah used Iran’s oil wealth to rebuild the once-great Persian nation. “Long regarded as a U.S. ally, the Shah was pro-Western and anti-communist, and he was aware that he posed the main barrier to Soviet ambitions in the Middle East,” Perloff noted. At home, the Shah allowed non-Muslims to practice their faith and granted rights to women.
