I think it did the opposite, when MHIC suddenly got 30 more complaints it allowed them to move right to looking for probable cause since he filed bankruptcy and terminated his license. This meant there was clearly no misunderstanding or intent to work on the part of Omar and Optimum. He cleared the path for them. MHIC probably said, wow, he saved us so much work.
