Demand enforcement, because it's illegal to smoke in public. But DC won't enforce. One huge crackdown would help but nope, that'll be viewed as racist or classist or whatever else, and DC won't do it. Yet there are plenty of white potheads toking away in public, too. Crosses all boundaries these days. Arrest anyone anywhere smoking in public and get the word out that while weed may be legal it's not legal to smoke wherever you please and you will get arrested. Hike the fines on public smoking. But arrests are a fantasy, sadly. It's going to drive tourists away and despite what some potheads on this board think, when tourists go back home and tell people how you can't see cherry blossoms outdoors without pot wafting around you, eventually, their friends won't come to DC and spend those tourist dollars.
