First, it may —or may not be true. 
When I heard this I wondered if it was actually an issue with taking prescribed medications. So the understanding would be that Kanye would need to address his mental health issues — and Kanye, in his rants, turned it into something that he could blame on Kim, that might get people to side with him.

Most parents don’t have that power, but if there’s a history of substance abuse or other behavior that might put the kids at risk, a parent might be required to have supervised visits with their kids, and there might be specific goals that need to be met before altering that plan.
