In order to vote you must be a citizen of the country (national elections) or a legal resident of the jurisdiction (SLTT elections). In order to verify that criteria (that you are a resident/citizen and that you are who you say you are) some form of verifiable identification is required. Picture, fingerprint, ID and password, signature, something. Otherwise it shall be assumed that you do not have voting rights because you are not a citizen/resident and/or you are not who you say you are. This is not hard to understand folks.
