I finally got around to fact checking this and, of course, it is being misrepresented. As near as I can tell, the source of this claim is a single figure on <a href="https://www.thecity.nyc/coronavirus/2021/7/25/22590939/nyc-delta-covid-wave-hospitalized">a bar chart showing vaccination rates of NYC public employees</a>. One bar on the chart represents "The Department of Education". That includes all staff of that department, not just teachers.

The PP seems to believe that NYC data can be extrapolated to be useful for DC. So, let's extrapolate. DC school infection rates show that teachers have less than a quarter number of infections as other school staff, suggesting a much higher vaccination rate (data available here: https://coronavirus.dc.gov/data/schools). Assuming that this trend is the same in NYC (and the PP clearly believes the trends in the two cities are the same), teachers vaccinations are likely much higher than 60%.
