Like really?[/quote] No, agencies can have strict rules about what happens before finalization, which happens in China, but once the child is yours, then the same rules apply as to everyone else. The child was born in 2019, and Huxley came home in 2017, so at that point, legally, Huxley was theirs. [/quote]
