I am not saying that Pelosi is trying to protect the republicans. She is trying to protect the process. If you force the republicans to go on record against the inquiry, then they will have a harder time voting to impeach after the case is fully formulated. If you don’t force them to declare now, they can watch the debate, the shifting public opinion etc and she will have a better chance (than currently) to peel off a couple of republican votes for a “bipartisan impeachment”. Once they cast a vote against the inquiry, there are sunk costs against even a few members casting a pro-impeachment vote. Vulnerable members of her own caucus have already put themselves on the line. They may pay for it. I hope their courage will be rewarded instead. But that cake is baked.
