Driving at high speeds through a neighborhood is dangerous, whether you're doing it on a dirt bike or you're doing it in a police car chasing someone on a dirt bike. In any case, this is an issue with 911 procedures. Presumably nobody will call 911 with an ADU question, and if someone does, it would be completely appropriate for the 911 dispatcher to refer them to 311.[/quote] And 311 in Montgomery County is notoriously rude and unhelpful.
