If such an arrangement is on the table and/or VA DA will continue in some form into the 2019-2020 season then it is easy enough to say so. The possible scenario of FCV as rumor simply makes the email reply sound very non-committal and almost contingent upon XYZ happening.

It does sound more like another club will have to carry the weight of the DA in VA in order for it to continue under the Spirit name. And considering the Academy application deadline for new clubs closed on December 15th the clock is ticking on existing clubs let US Soccer know whether or not they wish to continue membership. So there is a real clock ticking for Spirit to make up their mind to continue or not to continue the VA membership.
