Because a rich organization should not be able to have exclusive access to public fields. Because the govt has the responsibility of maintaining fields and providing fair access to all. Because no one group should get to monopolize a public field. How is 8 to 10 hours weekly for 10 weeks out of the year “exclusive” access and a “monopoly”? That’s not what the words mean.
