When land prices increase, so do housing prices. In practice, this means that a three-story project on the Safeway lot that would be economically viable today won’t be economically viable when the height limit increases, because increasing the height limit increases the revenue potential of the land and therefore its price. At the same time, the three-story project would be more likely to deliver faster than the six-story project because the vacancy risk is lower (and the project is probably less complex in many respects).
