Non-citizens are subject to administrative rules under existing laws.

This is similar to corporate regulation, except the Supreme Court ruled in Chevron that corporations are not obligated to follow administrative rules.

The "rule of law" relies on goood faith, precedent, and the implicit threat of rebellion. It cannot survive malicious action by government. [/quote]
