[/quote] I believe he kept it under the radar PR wise because he was getting.things.done. He applied rules for temporarily turning off asylum if numbers got high. A certain number would theoretically trigger closure of asylum for a period of time. The number was managed, and he added a new harder standard (a lower threshold, a longer term of potential closure). This helped manage the overall numbers while still allowing asylum, a legally important process. It just punished the overall immigration system en masse if it could not keep the numbers below a gradually decreasing threshold.[/quote]
