You and your dog are the problem. Yes, it has to do with you and your dog. If your dog reacts to another dog off-leash you have a problem. It is your job to keep your dog away from other dogs. Not everyone else's job to make sure their dogs won't bite your dog when you fail to do your job and let it run up into other people/animal's space. Our dogs are perfectly safe if you're following the rules. If you're not willing to follow the rules, you may learn why they're necessary the hard way. Your dog is not allowed to mow down a toddler just because it's off-leash time at the park. Your dog should have proper recall training and be reliably responsive to verbal commands before you even consider letting it off leash. Your dog is still expected to be in your space, not mine. If you aren't certain your dog can maintain that standard, your dog should be kept on-leash (or you should take them to a dog park, which is a "use at your own risk" environment where one might reasonably expect to be sharing space with off-leash dogs).[/quote]
