What you want to know is how many people on bikes would have driven otherwise. If bicyclists would have otherwise walked or taken the bus or ridden the subway, then who gives a shit if they took a bike instead? The *only* metric that matters is the number of drivers converted into bicyclists and it is ridiculous that the city doesn't have that information.
