It used to be that a problematic student would be sent to the alternative school in Loudoun. The student was removed from being around their peers and put in an environment that was more strict and had closer supervision. It worked great for years. But then the rules changed. Suddenly emphasis was put on equality in education. Removing a problem student for their peers wasn't fair and equal for them. Instead, school systems were made to shift these problem kids around. That's exactly what LCPS did: they followed the current rule for dealing with these types of kids. It is still done today. My neighbor teaches 4th grade and she had a student this year who had almost daily violent outbursts. Enough parents complained so the kid was moved to another 4th grade room. It kept happening and he was moved again. He was in each of the three 4th grade classrooms 1/3 of the year because no single teacher or 4th grade class could stand to be around him for the entire year due to his behavior. Teachers get verbally and physically assaulted by these kids and are pretty much prevented from pressing charges due to the fear of "your actions will be noted in your employment record" which can cause issues for them down the road in terms of employment elsewhere.
