So I'm confused. Was the balloon traveling over important strategic, populated areas, or was it just traveling over a bunch of cows and squirrels so we should've brought it down?

Let's "unconfuse"  you.  It started out in very UNpopulated, rural areas where it could have easily been downed at no risk. [b] It them traveled all the way across the US to populated, highly secure areas where it scooped up intelligence and communication and transmitted that back to China.  [/b]
