Based on Netflix's "10 most popular today" lists, the general public has terrible taste! :D From what I've read, a lot of Kdramas film the first half of their episodes (so 8-10 of them) before the drama airs, then the back half of the series is filmed week by week and the writers tweak or change the scripts to adjust to audience reaction. The result is often a mess. I've read this critique repeatedly on reddit and kdrama blogs. I'd rather just have the writer's vision of the story from start to finish.
