[/quote] Should is the key word, my HR didn't even know about it, and when I emailed it to her she asked what is my question about it. Each department can do what they want at the end. It could also be a political thing, meaning, let's say they have 50 offers they made but can only justify 20 as necessary, they will pick whatever 20 they want not based on when they made the offer etc. [/quote]
