I was at one of the public meetings when this came up. DGS committed to doing the studies that are required by law. My recollection is that they committed to looking into the study requested by the ANC. But an ANC request is not a requirement nor does it have to be given great weight. Even DC Government agencies have to get permits and if necessary zoning relief and DCRA will not issue their permits without any required studies having been completed. The neighbors think they've somehow moved the goalposts and are the referees but neither is true.[/quote]
