Centreville is overcrowded and needs fewer students to be at the correct building capacity.[/quote] The correct building capacity should be calculated based on a decent-sized facility, which Centreville currently lacks compared to other high schools in the county. You can keep trying to look to Centreville to bulk up Westfield, but I don't think you're going to get much further than the current proposal, which only moves 77 kids out.
