I think the concentration of poverty in urban areas over multiple generations explains a large portion of it.[/quote] Yes, hopefully the government has finally recognized this. Maybe that's why they are trying to provide vouchers and low income housing in the suburbs and exurbs. More open space for the poor and stop stacking them up in cramped quarters with no room to move.
