The proposal was in the comments stage.  I am betting they did not anticipate the pushback on it.  They very much intended to take down the statue.  
Had it not been for the press and pushback from Shapiro and others, they probably would have continued on with their plans.

The original statement:

"The Penn statue and Slate Roof house model will be removed and not reinstalled. In a separate and future effort, new exhibit panels will be installed on the south site wall to replace the Penn timeline."
