Moving to IRV will likely mean the division of the African-American voting bloc, more white Democrats elected to office, and likely more "moderate" policies. Lots of the current policy positions of the DC government are focused on dealing with African-American poverty. That will likely change with the introduction of IRV. The current DC Democrats have been able to hold off IRV by being relatively good fiscal stewards of the District. But a rise in crime or a big hike in taxes will likely force a change.[/quote]
