I will take your bet regarding people from CA or NYS "helping" to build up the state. Native Texans almost universally hate these people. I will ask you the question Texans ask people who move to Texas and then advocate changing Texas laws: "If the laws (or whatever) are so great in CA (or NYS), WTF did you move here?" My point remains. There is no chance that the people of South Texas will comply with a mandate they perceive to be "from Washington" regarding their ownership and use of firearms. Even more, who would enforce such a mandate? Would you join a law enforcement agency to travel to Brownsville to confiscate guns? You would quickly find out how "independent" they are regarding this "facet of their lives." If you want to make a change, focus on CT (where Sandy Hook is located) or VA first.
