The clearance process is complicated enough.  This guy should never have had access to what he did.  No 21 year-old part-time junior airman should have had access to information that reveals sigint on the UN SG or Heads of State.  By all means his boss and CoC should be looked at but the underlying problem is that way too much was available to way too many.  Which is ironic because usually it's overclassification that's the problem.[/quote]
