The one cyclist dumb enough to bike in snow will take a picture and post it to social media along side a winter bike lane in a snowy country in Europe and complain. DDOT will respond by purchasing expensive equipment to just plow the protected bike lanes that pushes the snow onto the sidewalk where it creates a real hazard to pedestrians (which means everyone). The costs of the equipment and plowing will be obscene but no costs can be spared so that one dude can ride his bike after a snow storm in the middle of winter.
