Let's just say you are right.... that not enough Republicans watched the SOTU. (which I don't buy)
That still does not excuse the reporting of this by CBS.  
Nowhere in the article does it state that [b]more than[/b] twice the number of Democrats than Republicans were polled.

This is how they addressed the poll numbers:
