My thought is that Boston is sort of the border or frontier. That’s usually not where you find the highest ranking officers and politicians.

I get the sense that Serena and Fred (especially Serena) were big idea people during the formation of Gilead, but of course Serena voluntarily gave up any power she had and Fred seems pretty easily cowed, so probably didn’t attempt to nab a super powerful position.

I would love to see a follow up series, even if it’s just one season, that shows the rise of Gilead.[/quote]
