Because none of those kids can play. But Madlax knew/knows it because it was from the get go just a money grab. Instead of a B team, they decided to have 2 separate B teams (MD and VA) because that's 2x the number of Academy fees. But for several grades, they had to go back to a single B team because there aren't enough guys. It doesn't hurt Madlax in the long run because those kids aren't viewed as players, just dollar amounts. But it shows where Madlax is focused. Profits.
Actually, a lot of those kids can play. They may not be good enough to play at the AA level, but they are too good to play in the only other option around--the real money grab around here--the Bethesda rec league. The boys love to play and want to work hard so they can improve and play in high school. If their parents have the means to pay extra to help them keep a stick in their hands and be part of a team to achieve that goal, so be it. Why does it bother you so much?
It depends what you mean by play. If you mean the kid is able to hold a lacrosse stick and be on a field, then yes, those kids can play. But if a kid is relegated to playing for one of the Madlax B teams, there is very little chance he will make, let alone impact, a HS team ever. Nearly all of those kids should only be playing in a rec league. Also, a rec league like Bethesda's is not a "money grab".
